“Phnom Penh: Khmer laborers who do not have sufficient legal supporting documents, or who are known to be illegal laborers, are sent back by the Thai authorities to Cambodia at the Poipet border crossing two to three times per day, every time about 300 to 600 laborers. According to an organization working with laborers, the number of Khmer laborers sent back over the Poipet border crossing in early 2009 is higher when compared to the previous years.
“The president of Proma [???], Mr. Thao Nitheara, said on 18 May 2009 that looking at the situation of Khmer laborers entering Thailand, there are two types: legal laborers and illegal laborers.
“The president of this association added that the number of laborers with valid legal documents who go to work in Thailand declined, compared to the previous years.
“Regarding to torture, shooting, and killing of Khmer laborers, Thai Police and military must not shoot to kill them, even if they are illegal migrants. The president of Proma went on to say that both Thai and Khmer authorities have the duty to protect civilians who migrate illegally, to be dealt with by following procedures, like to send them back to their home country.
“The president of Proma condemned the Thai authorities for shooting, wounding, and killing of immigrants as absolutely against the regulations to be followed. He added that during recent months of 2009, though there are publications about some Khmer laborers shot by Thai police and military, there is no clear report about the real numbers yet.
“He emphasized that there have been many efforts made to influence public opinion by this civil society organization over the previous shootings against Khmer laborers.
