Tuesday, 6.3.2007: The Political Choice Samdech Hun Sen Provides To The Citizens In The Upcoming Elections

“Kompong Thom: Samdech Hun Sen, the Prime Minister of the Royal Government of Cambodia, provided a political choice to the citizens in the upcoming elections, saying, ‘Should we keep the art of sharing, which is part of the Cambodian People’s Party’s politics in developing the country since 1979 up to now, or do we have to stop these politics?’

“Samdech Prime Minister Hun Sen provided this political choice to the citizens during the inauguration ceremony of Srah Bonteay Hun Sen Junior High School in Chra Neang, Baray, Kompong Thom, on 4 March 2007.

“Samdech Hun Sen said, ‘The upcoming election is abut political and social choices. It is a major political issue for Cambodian citizens to decide whether or not they want to continue the politics of sharing or to stop these politics in the near future.’

“Samdech Hun Sen criticized those who were quoted in a text published in the Cambodia Daily speaking about the construction of the Meanchey University located in Banteay Meanchey, an institution which comes from the art of sharing by the [Royal Cambodian Armed Forces] Commander-in-Chief [Ke Kim Yan] and generous people. In the text mentioned above, Mr. Sam Rainsy, the opposition party leader, was quoted as saying that ‘if politicians would be clean [of corruption] the sector of education would benefit,’ and to have added that ‘we should not request government officials to build private schools, because to build schools is the duty of the government.’ Mr. Sam Rainsy added, ‘They will use this method as a tool to monitor students.’ Also Ms. Chea Vannath, the former president of the Center for Social Development, was quoted as saying that such a plan will bring ‘political influence upon young people.’

“Samdech Prime Minister Hun Sen made his statement without mentioning the names of Mr. Sam Rainsy or Ms. Chea Vannath.

“Samdech Hun Sen said that if the Cambodian People’s Party [CPP] lost in the elections, the politics of sharing would be terminated, and it would also no longer useful to request schools from Samdech Chea Sim, Samdech Heng Samrin, and him, because these politics would have come to an end. He added that this is the one political choice for citizens in the upcoming elections.

“Samdech Hun Sen stated that now it is said that if he build schools, he will exert influence upon young people, when many young people support him at present. ‘We ask whether those young people are under the roof of a school or not. Therefore, the people should understand this problem, and if the CCP loses in the election, and if there is a request for schools and irrigation canals, people should go to request the government.’

“Samdech Hun Sen added that during this time of limited national budgetary resources, what should be done? There is only the art of sharing through various Buddhist ceremonies in order to build schools and ponds. It is the way of helping to create many schools, temples, and ponds.

“He also said that the national budget can only cover the building of approximately 10 school buildings per year, whereas with foreign loans, in five years, approximately 200 schools can be built. More than 1,000 school buildings are needed each year. Therefore, he confirmed, that if an opposition party won in the elections, it would not be necessary to make any request, because such possibilities would be finished. He added that, regarding opposition parties, he did not mention any party, but those who speak should know themselves, because there are three or four opposition parties. Some of the opposition parties are parties which oppose less, some are parties which oppose much, and others are parties which oppose for pleasure, and other parties oppose with seriousness.

“Samdech Hun Sen asked citizens across the country the question whether, in the upcoming social election and with the art of sharing, the building of achievements in the field of education should be continued or discontinued.

The upcoming elections are related to the social situation. The Prime Minister added that this is about the expectations towards Cambodian future politics. If the Cambodian People’s Party loses in the elections, it would not be necessary to request anything from the CPP, and if there were more requests, they will not be fulfilled, because if the people do not vote for the CPP, how could he fulfill their requests?” Rasmei Kampuchea, Vol.15, #4228, 6.3.2007
